1. Power & Duties of National President
- To arrange a meeting for function of all type of (Citizen’s Vigilance Committee) committees.
- To make arrangement for auditing of all accounts on the name of Citizen’s Vigilance Committee in every year.
- To maintain the minute book of all meetings held by National, State, State and Taluka level committees.
- To preside the meetings of Core Committee of minimum two states in every month.
- The schedule of meeting of National President will be finalized by National Chief Convener, National Chief Financial Organizer and National Core Committee only.
- National President is entitled to meet with National and State constituent post holder for development and betterment of institution / organization (such as Hon’ble President, Prime Minister, Governors, Chief Minister, DGPS and Chief Secretaries)
- National President in entitled for correspondence with higher authorities of National level as well as state level.
- For development, smooth running and betterment of organization, National President will contact meeting with National Chief General Secretary, National Chief Training Officer and President of Core Committee only, but in special condition the National President many contact / arrange meeting with the people who are recommended by Core Committee only.
- National President in not entitled to operate any bank account of organization (Citizen’s Vigilance Committee) at any level.
- To make enquiry of any programmer which is run by organization at any level to find any type of discrepancies occurred and send the report to Core Committee and National Chief General Secretary for necessary action.
- The dress code / uniform of National President will be decided by Core Committee.
- In absence of National President, entry will be strictly prohibited in either print media or electronic media.
- Personal contact details of National President will not published in either print media or electronic media.
- National President has to conduct 3 day training to the appoint members of organization.
- National President will hoist the National flag on republic day and Independence Day in absence of National President, the senior most members will hoist the National flag at head office of organization.
2. Duties and power of National chief General Secretary
- To appoint / form committee of National / State / State and Taluka level of organization.
- To perform / conduct all programs at each and every branches of organization according to India constitution
- To call arrange meeting to from all type of committees.
- To get do audit of all accounts every years according to I.T. laws.
- To maintain minute books rules and regulation from time to time of National / State / State and Taluka level.
- To permit / accept / allow / approve all decision proposals of Core Committee, if National Chief General Secretary is not satisfied / agreed with the decision / decision of Core Committee, National Chief General Secretary will send the proposal / decisions to National president for approval.
- National Chief General Secretary is entitled to meet with National and State constitutional post holder for development of institution / organization (such as Hon’ble President, Prime Minister, Chief Minister DGPS and Chief Secretaries)
- To make arrangement / order for enquiry, of any event / program which seems to be doubtful / having irregularities / not properly executed or done as per standard laid by National President / Core Committee, by National Chief Vigilance Officer of organization from time to time and the copy of such report should be send to Core Committee, National President and National Chief Vice President for further necessary action.
- National Chief General Secretary in entitled for correspondence with higher authorities of National level as well as state level.
- In absence of National Chief General Secretary, entry will be strictly prohibited for all people in the office of National Chief General Secretary.
3. Duties and Power of National Treasurer
- To make arrangement of sufficient funds or smooth function of organization, to open bank account for all state committee and to divert or make arrangement of funds required by State Committee and also to get audit of all accounts.
- To appoint co-treasurer for all states.
- To get internal audit of all account and committee run by organization an quarterly basis and report of internal audit should be send to National President, National Chief General Secretary, National Vice President, National Chief Convener and National Chief Financial Officer.
- To attend monthly meeting of senior office bearers of organization.
- To submit audit report copy of all committee and bank accounts to National Chief Vigilance Officer of organization and also to get no objection certificate.
- In absence of National Treasurer, entry will be strictly prohibited for all people in the office of National Treasurer.
4. Duties and power Of National Chief Convener
- To form different types of committees in all State, State and Taluka level of organization.
- To appoint president of all committee of organization.
- To arrange meeting for formation of all types of committee of organization.
- To get audit for all account of organization as per I.T laws.
- To make rules and regulations for all types of committees of organization form time to time and maintain it in minute book of concerned committee.
- National Chief Convener is entitled to meet with National and State constitutional post holder for development of institution / organization ( such as Hon’ble President, Prime Minister, Chief Minister, DGPS and Chief Secretaries)
- National Chief Convener in entitled for correspondence with higher authorities of National level as well as state level.
- In absence of National Chief Convener, entry will be strictly prohibited for all people in the office of National Chief Convener.
5. Duties and power of National Chief Vice President
- To appoint the president for all states and to look after the function of State Committee Organization.
- To associate and help in maintaining of minute book of committees formed at National / State / State and Taluka level, with National President, National Chief General Secretary of Organization.
- In absence of National President, National Chief Vice President will work with all power and duties of National President of Organization.
- National Chief Vice President is entitled to meet with National and State constitutional post holder for development of institution / organization (such as Hon’ble President, Prime Minister, Chief Minister, DGPS And Chief Secretaries)
- National Chief Vice President is entitled for correspondence with higher authorities of National level as well as state level.
- To get approval of proposals send or made through core committee by National President of organization.
- To form committee of all states with co-ordination of National President, National Chief General Secretary, National Chief Convener And Core Committee Of Organization.
- To attend minimum two meeting of working committee and core committee of organization.
6. Power and duties of National Chief Finance Officer
- To raise funds by collection to appoint National Finance Officer as in charge of state of organization.
- To raise fund or collection for betterment and smooth functioning of organization, through membership, advertising, event management, printing of magazine and through any citizen, industrialist & farmers or through any other legal help according to Indian constitution.
- Quarterly report of fund raised or collected by any committee should be send to National President, National Chief General Secretary, National Chief Vice President, National Treasurer and Core Committee of Organization.
- For fund collection National Chief Finance Advisor should co-ordinate with all state president and treasurer accordingly and report should be send to National Chief General Secretary and Core Committee.
- To get audit of accounts operated on time and copy of such audit reports should be sent to National Chief General Secretary and Core Committee.
- To report and consult with National Chief Vigilance Officer.
7. Power and duties of National Chief Vigilance Officer
- To investigate the system in which any or all programs were carried out or had been done in past which is/was run or conducted by our organization.
- To monitor the character / moral activities and code of conduct on regular basis of all official availing the post at National, State, State and Taluka level and the copy of report should be send to National President, National Chief General Secretary, National Chief Vice President and Core Committee Of Organization .
- To appoint vigilance officer for National, State, State and Taluka Level and Get Approval National Vice President and Core Committee.
- In absence of National President, entry will be strictly prohibited for all people in the office of National President.
- To investigation for any irregularities at any level / office of our organization, National Chief Vigilance Committee has to get approval for the same from National President, National Chief General Secretary or by Core Committee of Organization.
8. Power and duties of National Chief Administrative Officer
- To provide essential services and arrangement of required facilities, utilities etc. for membership program, emergency services, event management, core committee and other committees of organization.
- To make arrangement of all useful materials or required materials to National President, National Chief General Secretary or any other officials on the tour approved by committee and for training centers of organization.
- Any or all policy made or decision taken by National Chief Administrative Officer can be change or amendment (in the rules, policy made or decision taken) by National President and National Chief General Secretary.
- To co-ordinate with National President, National Chief General Secretary, National Chief Vice President and Core Committee to finalize or to implement the program for states or at any level of organization.
9. Power and duties of National Chief Emergency Services Officer
- During any types of Natural disaster, miss happing, accident, flood, riots etc. in any part of the country, National Chief Emergency Services Officer will send his team of volunteers of organization. To Rescue or to help local civic body, police admin and force deployed by state or central Govt.
- Ambulance and other necessary equipment will be provided to National Emergency Services by Organization.
- Only fully physically fit, mentally sound and healthy persons will be appointed in this team.
- All volunteers / members / officer of this team should be master in self-defense, kind hearted and mentally tough to fight against any situation while rescuing the people or protect team during disaster or riots, for this all type of training will be provide or arranged by organization.
- Every year minimum 15 days of training is compulsory for volunteer / member/ officer of this team, the training will be arranged by organization.
- It is necessary to help local administration during disaster or riot by this team.
- To train the people to fight or protect themselves during Natural disaster or riot, the training program will be arranged by organization.
10. Power and duties of National Chief Program Organizer
- To describe the programs carried out by organization during whole year and to get it approved by AGM.
- To furnish the details of program to carry out in the coming year in month of April (for next financial year) through Treasurer in charge of State to National Treasurer. National Program Organizer will get details (in local / state/ language) of all program carried out by the state during last year and audited account copy of expenditure copy to National Chief Program Organizer.
- To attend all monthly meeting of organization is compulsory for National Chief Program Organizer and Program Organizer to attend state level meeting of organization.
11. Power and duties of National Public Relation Officer (PRO)
- To appoint Public Relation Officers for State level.
- To provide proper details about our organization.
- To meet Government Officers
- To co-ordinate with State President, State Chief General Secretary.
12. Power and duties of National Chief Information Officer
- To appoint Information Officers for State level.
- To get informations from Government Departments.
- To attend meetings organized by President, Chief General Secretary, Vice President.
13. Power and duties of National Chief Legal Advisor
- To appoint Legal Advisors for State level.
- To provide legal help to the members of our organization
14. Power and duties of National Chief Trainer
- To appoint Trainers for State level.
- To train the members/ officer bearers of our organization.
15. Power and duties of National Chief IT Cell Officer
- To appoint IT Cell Officers for State level.
- To maintain social media (Facebook, What’s App & Instagram etc.) & Website and Email (If any).
16. Power and duties of National Chief Publicity Officer
- To appoint Publicity Officers for State level.
- To Co-ordinate with State President, General Secretary & IT Cell Officers for publicity of our organization.
17. Power and duties of National Chief Spokes Person
- To appoint Spokes Persons for State level.
- To Co-ordinate with State President, General Secretary & IT Cell Officers of our organization to issue any / all types of further programs to the media.
- To give statements for any /all burning issue through electronic / print media.
18. Power and duties of National Chief Public Complaint Officer
- To appoint Public Complaint Officers for State level.
- To receive public complaints and to work accordingly so that the complaint given by any member / public should be resolved.
- To Co-ordinate and work with State President, General Secretary, Spokes Person, Administrative Officers, Emergency Services Officer, Legal Advisors, Trainer, Vigilance Officer, Core Committee & IT Cell Officers of our organization.
19. Power and duties of National Core Committee
- National President, National Chief General Secretary and National Treasurer will be member of National Core Committee, the other member will be opted or nominated from the committees formed by organization, not more than one member will be opted or nominated from same committee but in special case National Chief General Secretary will have power to approve for not more than one additional member, in any condition National President, National Chief General Secretary, National Treasurer will not become President Of National Core Committee neither by election not by nominated.
- National Core Committee is fully empowered for all appointment and expulsion/ debarring of all posts at any level of organization and to look after all programs carried out by organization at any level.
- National Core Committee will make arrangement for three day training to all members (as without three day training no member will be opted or nominated to hold any types of post of any committees formed by organization), National President will guide the members of organization during training period.
Note: National Core Committee is fully in empowered for any type of amendments/ change in duties and powers of all office bearers/ officers and also to create/ omit of any or all posts according to their significance (from time to time) or by recommendations of State Committees.
